Despite the benefits of open content the usage is very low in developing countries and understanding why content developers choose not to use open content is the first step towards finding a solution to the problem. Which inhibiting factors for reuse do content developers in developing countries experience with open content? To answer the question interviews, questionnaires and observations have been made with content developers from Bangladesh, Sri Lanka and from UNESCO Open Training Platform.

This is a report on the first day of a large UNESCO conference on the implications of global trends in higher education. Points reported include:

1. Increasing demand for higher education (enrolments up 50% globally in 10 years) and fears about the impact on quality

2. A huge growth in private higher education: 30% of enrolments worldwide

3. The potential of technology to enable John Daniel’s ‘triangle’ of access, quality and cost to be stretched

4. Trends in African higher education, in particular “African universities are essentially consumers of knowledge produced in developed countries” (Blade Nzimande, South Africa’s minister of higher education and training)

5. Trends in global mobility.

Particular attention is paid to the costs and training required to sustain effective e-learning, and to the connection between national telecommunications policies and e-learning. There is also a focus on the impact of cross-border provision of education and the implications for national and regional governments. This booklet is essential reading for any government policy-maker with responsibilities for modernizing national or regional post-secondary education systems.
